免费的 TextWrangler 就可以，BBEdit 也行。
打开后选择 "Reopen Using Encoding..."，然后转到 UTF-8 再保存就行了。

在终端执行iconv命令最简单了：iconv -f GBK -t UTF-8 old.txt > new.txt
