from config import * 
这样不行 
from app.config import *

将当前项目的 path 添加到 Python 解释器的搜索路径，具体操作自行百度。如果嫌麻烦，可以将绝对路径添加到 from 中，或者 source root。

最后排查，是路径错了，pycharm ide 里面执行路径默认是项目根目录，cmd 命令行执行路径是 cmd 的当前路径
